An invitation is given, an offer is made. Your way has been paid in advance; you just need to take hold of it. In this Old Testament passage, God sends out His invitation to ALL, not just those of Jewish birth.
Whom Shall I fear ?
Fear is real, fear can paralyze us, but there is a righteous kind of fear, to fear God. Not that God wants to hurt us, but that God is in control of ALL things, including the things that are unforeseen that come against us. We must trust in the LORD and know that we can rest safe in Him.
Restoration of the Jews

In the Old Testament, the prophet Isaiah has recorded this; But God had planned this out before the fall in the garden.
